Ms. Rekha Vankina is a legal expert and policy strategist with over 34 years of experience driving transformational reforms in developing countries through Multilateral Development Bank (MDB), United Nations (UN) and private sector interventions. Skilled communicator and negotiator with proven track record of building lasting stakeholder relationships based on trust. Over 25 years of experience in developing economies in the Asia-Pacific region, with a specialization in South Asia. 
Firm believer that effective policies, laws and regulations coupled with compliance are at the core of sustainable development. Drafted the Cambodian Women’s Code (1994) and the Consolidated and Amended Indian Electricity Act & Rules (1996). 


 Received several awards for exemplary contributions, significantly - Spot awards for ADB’s Covid-19 CPRO Program in India ($1.5 billion); Hercules/Xena Team Award for Country Systems in Safeguards Compliance in Power Grid Corporation of India projects; Outstanding Service Awards from the ADB South Asia Department; APVAX project ($1.5 billion), Asian Deal of the Year award (as team member) for Bangladesh Meghnaghat Power Project which involved providing a suite of ADB products including A & B loans, co-financing, partial credit guarantee and political risk guarantee.
